Social Mapping in the Municipality of Klos for People with Disabilities

Title of the project: Conducting LNOB social mapping and evidence-based policymaking in the Municipality of Klos and with a focus on Day-care Center Services for People with Disabilities

Aim and Objectives of the Project: The overall aim of the assignment is to contribute towards the social inclusion of disadvantaged groups, improving the quality of life as well as fostering social cohesion at a local level by promoting the localization of Agenda 2030 and its objectives, in particular, the Leave no One Behind – LNOB principle at the municipal level.

The specific objectives: 
- Contribute towards better design of local social protection policies for vulnerable groups in harmonization with national development plans
- Support the Municipality of Klos in implementing LNOB social mapping methodology in coordination with the local government staff. The methodology is elaborated within the NALAS e-Learning course “LNOB Social Mapping and Evidence-based Policy Making”.
- Support the Municipality of Klos in the development of policy recommendations based on social mapping findings and in line with priority SDGs and respective targets.
- Support the Municipality of Klos in the integration of the policy recommendations within the respective social protection program.

Key Achievements of the Social Mapping in Klos
Comprehensive Data Collection:
232 in-depth household interviews and 4 focus group discussions were conducted, covering all administrative units of Klos. A total of 783 adults and 75 children with disabilities were mapped.
Local Social Plan Development: Findings directly informed the new Local Social Plan (2024–2027), approved by the Municipal Council on 30 November 2023.
Gender-Sensitive Analysis: The report emphasized challenges specifically faced by women and girls with disabilities, highlighting risks of gender-based violence and unequal access to care.
Evidence-Based Recommendations: Practical recommendations were produced to improve day-care center services, healthcare access, and specialized assistance for people with disabilities.
Identification of Service Gaps: The report revealed critical gaps, including:
- Lack of a day-care center or any dedicated disability service centers.
- No civil society organizations operating locally to support the target group.
- Lack of trained specialists (speech therapists, physiotherapists, psychologists).
- Inadequate public transport and infrastructure.
Community Engagement: Consultations included local institutions, health professionals, educators, and parents, ensuring findings reflected real community needs.
Support for Local Government: Technical and methodological support was provided to Klos Municipality for LNOB mapping and integration of findings into local policies.
