This publication of the Gender Alliance for Development Center focuses on gender relationships, which constitute some of the most important democratic developments of the world today.
The book is full of valuable and practical information for all citizens that are interested in equality and gender justice. But it especially helps students by being at the same time even a practical guide for teachers to increase the efficiency in the process of education of young ones, including gender education which is now part of educational process in all civilized societies.
The publication was prepared by a qualified group of well known authors in the respective fields. It is divided into 8 chapters which address current gender related issues such as human rights, domestic violence, media, reproductive health, citizenship, environment, career development and European integration.
Submission of important ideas, modern legislation, new information or statistical significant, follows almost the same structure in each chapter. After a short introduction, there are set out the main concepts with which you can operate in the respective field of study by the gender point of view as well as international and national documents related to it. The treatment continues with data and facts from the country and the world which help in understanding the issues in treatment and analyze some of the dilemmas and gender stereotypes that continue to exist in our daily lives. After that there are going to be presented some studies that encourage analytical and practical skills to students and in the end there’s going to be a final summary recalling everything that was learned from this chapter.
Authors have used multiple sources of information for elaboration of the material of each chapter, resources that have become well known for users of this publication, with the aim of further deepening knowledge.
GADC is convinced that the readers of this book who tomorrow will be our institutions’ representatives, future teachers, policy makers and implementers of national development, will be actively contributing for a society of equal opportunities for all citizens.

This guiding platform was translated and was released for the Albanian reader with a view to informing the reader about the European Union priorities in relation to gender equality for the period 2006-2010. The publication of this platform enables the reader to become familiar with the objectives and concrete efforts that the EU has placed on member countries, but also to candidates’ countries for achieving gender equality, increasing in this way awareness and social information about this issue.

In this study, particular attention was paid not only to the presentation of the European Union as an institution and concept, but also to its main bodies and their respective functions. The study explains the difficult steps that Albania must pass to meet the conditions posed by the EU in relation to gender equality.
Gender equality in the process of European integration - figures and facts
This book is the third and the final of the set on "Gender equality and European integration". Unlike the first editions, the novelty of this publication lies in the nature of its content and purpose. This publication aims to be informative rather than of an analytical character, presenting objectively the facts and figures regarding the topic in question.

This publication was prepared within the project "Transparency-a path to public trust", which aims to recognize the level of transparency of non-profit organizations in Albania and to promote mechanisms for its growth. This publication aims to stimulate the use by non-profit organizations of the mechanisms and possible means in order to increase the level of transparency, coming by the existing legislation, by the positive experiences of non-profit organizations within and outside the country and by donor requirements that support their activity .
Authors such as:  Mihallaq Qirjo, Eglantina Gjermeni, Aurela Anastasi, Vjollca Meçaj, Genta Tafa, Alken Myftiu, Aurela Bozo, Mirela Arqimandriti and Irena Shtraza who have contributed to this edition, represent the Albanian academic field as well as civil society in Albania.

This publication was prepared in the wake of implementation of the project "Increasing the capacity of service providers in providing assistance to trafficked victims; awareness as countervailing the stigma of victims". Its goal is to be used by trainers as a means of information on issues that directly or indirectly are related to the phenomenon of trafficking.
Moreover, this manual enables users to concretely identify the aspect of the trafficking phenomenon by reflecting numerous practical examples.
Another novelty of this manual is the inclusion of the standards for social care services for persons trafficked or at risk of trafficking in residential centers, designed by the Ministry of Labor, Social Affairs and Equal Opportunities.

This publication has been realized in the framework of the project "Practical tool for media reporting of domestic violence. This project was made possible thanks to the financial support by the Office of Public Affairs U.S. Embassy in Tirana.
While appreciating the role of the media as "formative" and not only "informative", this guide is intended to assist journalists and other media professionals with a practical and valuable tool for more accurate reporting of domestic violence and violence in general, seen by the gender viewpoint.

This publication is published under the framework of the project “Women’s as Human Rights”, financed by CCFD. “Women’s Rights as Human Rights” toolkit includes theoretical, practical information and other materials on human rights. This toolkit includes specific information on the systems and documents of human rights. This publication is an important step for our center because is the first publication organized by GADC on the fundamental rights of women, seen from the human rights perspective.

This publication was prepared in Albanian. It is a vigorous summary of the lives and activities of well known Albanian women, in different times and moments of social, artistic, political, and economic development in Albania. This book pictures their success, sacrifices, contributions, failures, sufferings, and injustices through the Albanian history. It is a homage made to these women, a sign of respect, acknowledgment, and empowerment for other younger women.

This booklet aimed at raising the awareness of the readers regarding the Domestic Violence problem, informing them on the changes on the Albanian Legislation, regarding issues of Domestic Violence, as well as giving them a panorama of the ways that some Printed Media reported cases of domestic and gender-based violence. But above all, the main aim of this booklet was to make the readers understand that Domestic Violence and Gender-Based Violence can not be fought alone. All the individuals, the society and the government should work together, in order to decrease the presence of this negative social phenomenon.

I say NO to Domestic Violence because I respect myself and the people I love. This booklet was addressed to a younger population, and for this reason was spread in many secondary and upper-secondary schools. This publication, intended to inform the young generation about the different forms of domestic violence, and the consequences that follow this phenomena. There were topics like: the types of Domestic Violence; why should children learn about Domestic Violence; why some people are violent with their family members; child abuse; violence against women; violence against men; violence against elderly people; how the law protects the victims; physical, psychological, emotional and economical harms of Domestic Violence; the social-economical costs of Domestic Violence; the 16 days of Activity Against Gender-Based Violence; as well as possible contacts of NPO-s that can help individuals in cases of Domestic Violence.

Best Practices on Gender Budgeting
This publication comes with the experience obtained during training courses organized during 2006 with representatives from the local and national administration in different administration in different cities of Albania on mainstreaming gender into the local and national budgeting process. The publications contain gender budgeting examples and initiatives from Albania and other countries as well as the viewpoints of experts of this area about this process.

•”Let’s Role”© is a game that encourages debate regarding different development interests, approaches, and concepts, and offers alternative situations for solution. ‘Players’ that have the courage and the patience to interpret theoretical concepts in a personal, acceptable, and understandable way, would benefit the most from this game.

Gender mainstreaming in communication and information sectors
Funded by CCFD (French Catholic Committee Against Hunger and for Development)
and published in January 2005. This publication targets governments, the private sector, civil society organizations, and individuals who aim at encouraging gender equality and justice in the media. It touches upon a series of aspects, starting from the introduction of a new approach on mainstreaming gender in the communication and information sectors, and gender mainstreaming in the media.

Funded by the European Commission and published in February 2005. Gender and budgeting reflects problems encountered when budgets are being conceived and resources allocated, a process during which individuals’ varied differences and interests are not taken into account. Gender and budgeting focuses on initiatives that should be undertaken in order to create gender sensitive budgets, the way in which these initiatives may be implemented in practice, and main actors to be involved in such processes, accompanied by concrete strategies and recommendations.

Monitoring and evaluation under a gender perspective
Funded by the Open Society Foundation, Albania, published in March 2005,
this publication focuses on processes of monitoring and assessment as important mechanisms
through which the impact of development projects, programs, and policies may be assessed.
The fairest assessment possible of the situation of women and men in the private and public
spheres has been seen as an inseparable part of the system of gender indicators. The reason
for this is the wish for gender sensitive monitoring and evaluation to be an inseparable part of every phase of the project, program, or project implementation cycle.

Gender equality and decision - making. Funded by the Austrian Ministry of Foreign Affairs and the Austrian Organization for Development and Cooperation, Horizont 3000 and published in May 2005. The publication is a collection of articles that reflect, through profound analysis, the low level of women’s representation in decision – making today.Particular importance has been attached to the role that the civil society could and should play in Albania to increase women’s
representation in decision - making.

Funded by SIDA (Swedish International Development Cooperation Agency), through the Kvinna till Kvinna organization and published in December 2005. One of the problems
addressed in the publication is that of gender inequalities in education policies and the education process. Assistance to and improvement of education should be a priority for any society. Education is of basic importance in working on gender equality and therefore, it is important to address gender in education policies and processes. We hope that these articles will be helpful to students, lecturers, policy drafters, representatives of state and non-governmental institutions, etc., who may contribute to building a society of equal opportunities.

Gender equality – a condition to European Integration
This booklet was funded by the Austrian Ministry of Foreign Affairs and the Austrian Organization for Development and Cooperation, Horizont 3000, and was published in December 2005. Some of the issues addressed in this booklet are: What standards should Albania achieve in order to become an EU member and what are the country’s achievements in terms of legislation and women empowerment mechanisms in order to have a society in which women and men have equal rights? The booklet also seeks to give answers to the above questions, aware of the fact that this is only one drop in the large ocean of steps to be undertaken toward integration into the European Union.

Funded by Kvinna till Kvinna and CCFD and published in December 2005. This report is part of a contemporary package on gender and participation, and also includes a copy of the BRIDGE abbreviated newsletter on the same topic as well as a collection of support resources. The report is a continuation of publications realized by BRIDGE in the area of gender. It provides an overview of meeting points between models of gender and participation, how they have been implemented, and how they have or could have been integrated constructively in projects, programs, policies, and institutions. The publication provides a background of basic concepts of gender and participation, reasons why there has not been more interaction in the past, and efforts to learn through these two models.

children. “Violence affects us all” – Booklet for media representatives. “You have the right to live…a life without violence” – Booklet for domestic and community violence survivors. The booklets were published in November 2005, in the context of the awareness campaign against domestic and community violence, with funding from NWP (Network Women’s Program), New York.

Funded by Kvinna till Kvinna (September 2004). This publication was conceived in the form of a practical and theoretical guide for government structures and other parties interested in the field of education. The particularity of this publication is the presentation of a series of elements, which are related directly to gender, such as programs, education material, school organization, and interaction between students. The presentation of strategies, the provision of instructions on how to conduct a gender impact analysis, as well as policy level interventions serve as a guide to realizing the integration of gender in all policies, programs, and projects in the field of education in Albania.

Funded by Kvinna till Kvinna (December 2004) The publication Gender and HIV/ AIDS was realized in order to fulfill deficiencies existing in Albanian literature on the way in which gender and HIV/AIDS interact with each other. In particular, it pauses on the way in which gender and HIV/AIDS influence the level of poverty of a country and gender inequality. The publication focuses on main approaches to health, casting light especially on traditional approaches and the fact that they have ignored the social, cultural, economic and human rights dimensions. The special thing about this publication is the very fact that it provides an empowering perspective for HIV positive individuals and programs that should be built in order to address their needs and interests.

Funded by Plan-Albania (September 2004) The publication Gender and Community Development presents in a detailed way the work of gender trainers in different communities all over Albania, as a result of the collaboration between the Gender Alliance for Development and Plan- Albania. In more concrete terms, Gender and Community Development contains detailed information on: main objectives of conducted
Training courses, main sessions, objectives, methods, and necessary materials for each training course. At the same time, the material also provides complementary materials on Gender and Participation, Gender and Community Development, as well as informative materials on the organizations Plan-Albania and the Gender Alliance for Development.

Funded by the Public Affairs Office of the U.S. Embassy (October 2004) Media and Gender Equality introduces the way in which women are portrayed in the media, as well as the way in which this depiction may become the target of critiques and ethical and feminist analyses. In particular, it focuses on the way in which women are depicted in the media, gender roles and stereotypes, the role of the reporter in conveying stereotypes and the way in which they are assimilated by individuals, the importance of drafting a Code of Ethics that is sensitive to gender issues, etc. A series of recommendations on the way in which a gender perspective may be incorporated into the media are addressed to media leaders, reporters, and gender experts in media institutions.

One of the objectives of the United Nations for this millennium is the achievement of gender equality, which means a visible, powerful, and equal participation of both genders in all spheres of public and private life. In seeking to render its assistance in this process of empowerment and the increase of the role of women in decision making, the Gender Alliance for Development Center realized this publication. The publication contains interviews with prominent women in European and Albanian politics who share their experiences, the challenges they encountered, and other factors that have supported them in their careers. The presentation of positive models of women who have known and been able to make it conveys the message that politics and decision making cannot belong to one gender alone.

This material was published in the context of the goal of the Gender Alliance for Development Center to raise the awareness of the public regarding the participation of women in decision-making levels in Albania. The publication includes a collection of some stories published in the Albanian daily press. The stories were published during the period September-October 2003 by known personalities of journalism, politics, and education in Albania. the publication is an important tool in raising the awareness of the general public on encouraging gender equality in decision making levels in Albania.
